Although I think you might be giving the show a little too much credit. Some of the writing in season 2 was absurd: ram-raiding a foreign embassy? That was the moment I yelled at the telly, "Steve is not that damned stupid!" I very nearly quit the show there and then.
But yeah, the interpretation of Steve as so cavalier that he'd hurt his people? Ahahahaha, no.
